Steve Mallon
Divisional Sr. Vice President of Subscriber Services Division

Steve Mallon, HCSC divisional senior vice president within the Claims and Customer Service Division, has been with the company more than 25 years. Mallon began his tenure as a supervisor within Individual Markets and has held roles in Marketing, where he was responsible for managing HCSC's national account and BlueCard implementations. Mallon also led HCSC's corporate strategy office where he managed several merger and acquisition initiatives, working closely with Senior Staff in developing HCSC strategy. In his current role, Mallon is responsible for all front end claims, membership and BlueCard Operations. He is also responsible for managing a team of business analysts and testers whose job is to ensure successful implementation of all HCSC business releases. Mallon holds a degree in Business Administration from St. Xaviers University. He is married and has three children, Margaret, Aileen and Mike.
Kurt Kossen
Vice President of Product and Program Commercialization

Kurt Kossen joined Health Care Service Corporation in 1993, and is currently Vice President of Product and Program Commercialization with responsibility for developing and commercializing new products and capabilities. Mr. Kossen has worked in the health care industry over 17 years and has held positions in; information technology, e-commerce, health care management, consulting and customer service. Kurt has also worked for EDS and Deloitte Consulting. He has a degree in mathematics from Hope College and an MBA from Northwestern's Kellogg Graduate School of Business.
Kristin Conley
Vice President, Marketing Technology & eSolutions

As VP of Marketing Technology & eSolutions, Kristin Conley oversees the marketing and sales project and application portfolios and drives the web development efforts for BlueCross BlueShield members, producers and employer groups in HCSC’s four markets.
Ms. Conley has held various roles in healthcare operations and technology as a management consultant, project manager and business analyst within the Blues system and a healthcare IT consulting practice. Prior to her move to marketing, she drove the development of HCSC’s project portfolio management process and the creation of a project management office.
Ms. Conley has an MBA from Johns Hopkins University and a BA in Economics from Goucher College. A dance and arts enthusiast, she currently serves as Treasurer on the Board of Luna Negra Dance Theater, a contemporary Latino dance company.
Joe Taylor
Vice President and Enterprise Process Lead
Health Care Service Corporation
Joe Taylor serves as the vice president of enterprise business process for Enterprise Health Care Management at HCSC. Through his leadership of the Health Information Technology Team, the Enterprise Pharmacy Team, and the Strategic Business Relationships and Vendor Management Team, Taylor is responsible for developing and implementing the company's future health care vision. Additionally, Taylor leads the Behavioral Health Insourcing project, is the Executive Sponsor for Administrative Simplification efforts, serves on the Availity Clinical Leadership Team and led the Enterprise Integrated Total Health Management initiative.
Taylor received his bachelor's degree in mathematics and mathematic education 7-12 from Syracuse University. He holds the Health Insurance Associate (HIA) designation and the Registered Health Underwriter (RHU) designation. He also received the Certified Employee Benefit Specialist (CEBS) designation from the International Foundation of Employee Benefit Plans and the Wharton School of the University of Pennsylvania. He is a former board member for the Dallas/Fort Worth Chapter of the International Society of Certified Employee Benefit Specialists. Taylor was an instructor at Southern Methodist University in benefits-related courses, has written several health care related articles and is a frequent speaker on national health care issues and health information technology.
Wheeler Coleman

Wheeler G. Coleman, HCSC vice president and chief technology officer, brings more than 27 years experience and leadership in information technology. As CTO, Coleman works to continue progress in furthering HCSC’s technology strategies, resource management and the future state architecture, as well as providing oversight for the company's the technology investments.
Coleman started his tenure at HCSC in 1983 writing software code. He was quickly identified as a leader, and has spent the last 23 years in management working with various stakeholders to improve business and technical solutions across the enterprise. Prior to his role as the CTO, Coleman served as Corporate Vice President of the ITG Program Management Office, will full responsibility for the operational and strategic direction of the unit, including managing project and core budgets of more than $150 million and directing efforts to move the organization to the next level of customer service and IT project management. Coleman has received several awards for his leadership and service at HCSC, including the Presidential and CIO Awards, and other leadership and management awards for outstanding contributions to the organization. Coleman is a graduate of Northern Illinois University in Applied Data Processing and received his MBA from the University of Notre Dame. He is married to Cook County Appellate Court Judge Sharon Johnson Coleman and is the father of two children, a son James and daughter, Kara.

Janice Knight
Senior Vice President of Enterprise Pricing Division

Janice Knight, FSA, MAAA, serves as the Actuarial Division Senior Vice President for Health Care Service Corporation (HCSC). In this role, she is responsible for pricing of all group and individual health products. In addition, Knight is currently leading the short term implementation efforts in response to Health Care Reform legislation.
Knight joined HCSC in 1995, bringing with her 30 years of experience in group health insurance and prior tenure with major, for-profit commercial health insurers. Knight holds a Bachelors of Science in Mathematics from Michigan Technological University and is a Fellow of the Society of Actuaries. Born and raised in Michigan, she currently resides in Chicago.
Cathy Tinsley

and Project Management Office

Cathy Tinsley is the Divisional Vice President of the Enterprise Program and Project Management Office (EPPO) for Health Care Service Corporation which is made up of the Blue Cross Blue Shield Plans in Illinois, Texas, New Mexico and Oklahoma. Cathy directed the consolidation of two separate groups to create one centralized Enterprise PMO which drove consistency, transparency and repeatability in project management practices. The EPPO, under her direction, manages the Programs and Projects within the $200M Enterprise Portfolio and partners with its customers to ensure their business objectives are met. Cathy’s oversees a PMO organization of 130 staff members who are aligned by business function and are able to leverage knowledge of the business to complete projects successfully.
Cathy has been with HCSC for over 10 years starting out as a Program Manager specializing in Merger and Acquisition initiatives, successfully managing several multi-million dollar integration activities. Prior to HCSC, she worked in the health care system at Rush Prudential Health Plan in and Information Systems capacity. Cathy received her undergraduate degree in Business Administration from the University of Illinois and a Masters Degree from DePaul University. She is also very involved in her community co-chairing a long term planning committee for the Lake Central School Corporation as well as participating in many Parent Teacher Organization and school related committees.
Susan Jeffers
Vice President of Marketing

Susan Jeffers is Vice President of Marketing Services at HCSC. She is responsible for market research and strategy, marketing communications, and marketing training for the Blue Cross and Blue Shield Plans in Illinois, New Mexico, Oklahoma, and Texas. Since the passage of PPACA, much of her focus has been on helping determine the significant operational implications of health care reform, and ensuring that employees, producers, employer groups, and members understand how reform will affect their health insurance coverage.
Susan joined HCSC in 1998, bringing a strong management consulting background from Ernst & Young and ChapterHouse (now a part of Oliver Wyman), along with health care experience from the Blue Cross and Blue Shield Association. She received her MBA from the Kellogg School of Management at Northwestern University, and undergraduate degrees in psychology and architecture from Texas A&M University.
Paul Scaglione

Paul Scaglione serves as divisional vice president of Health Care Service Corporation (HCSC). The largest customer-owned health insurer in the United States with 12.4 million members and the fourth largest health insurer overall, HCSC operates through its Blue Cross and Blue Shield plans in Illinois, New Mexico, Oklahoma, and Texas, as well as through several subsidiaries, to offer a variety of health and life insurance products and related services to employers and individuals.
Paul is responsible for the Legislative and Regulatory Implementation Office (LRIO) which oversees the implementation of all federal legislation including health care reform, ICD-10, ANSI 5010 and Administrative Simplification. By providing legislative and regulatory expertise, including the assessment of organizational impacts and ongoing compliance assurance, the LRIO enables HCSC to effectively meet all regulatory mandates as well as deliver on the enterprise mission of providing health and financial security that is simpler, more affordable and more accessible to as many members as possible.
Paul has worked at HCSC for over 13 years and has held various positions within the government services organization. Most recently, he was the divisional vice president of Government Markets and had responsibility for the marketing, product development and producer training of Medicare Part D, as well as business development opportunities for government business such as Medicaid and TriCare. Paul spent many years in the Federal Employee Program (FEP) overseeing marketing, sales and various FEP projects.
Paul has an MBA in international business from DePaul University and
a bachelor's degree in marketing from Northeastern Illinois University
